The effect is so classic you have heard BT use it in his earlier work and even in the first Matrix movie. It is called the Cyclic time stretch effect that Akai built into their S950, S1000, S2000 and S3000 series machines.

Akaizer is a freeware application for Windows / Mac OS X / Linux which can time stretch and/or pitch shift any WAVE or AIFF sound file in the style of the ‘cyclic’ time stretch, which featured on old Akai sound samplers, like the S950 / S1000 / S2000 / S3000 series. The S700 is aberrant in a few ways. Introduced at the same time as the S900, it was actually a module version of Akai’s keyboard-based X7000 sampler. Both the X7000 and S700 were modeled after the S612, and as such, is a 12-bit sampler with the same filter and effects, though they included some advancements in editing functions.

What it does is time stretches the SH!T out of a sample and gives it a stuttering quality. It also makes it feel metalic and robotic.
Just yesterday I saw someone post a program in my Ableton Live Facebook Group that emulates this effect. It is called The AKAIZER Project.

Akaizer is a freeware application for Windows / Mac OS X / Linux which can time stretch and/or pitch shift any WAVE or AIFF sound file in the style of the ‘cyclic’ time stretch, which featured on old Akai sound samplers, like the S950 / S1000 / S2000 / S3000 series. This is ideal for DAW-based music producers who want that classic metallic-sounding effect, as used in many old school Hardcore / Jungle / Speed Garage tunes from the 1990s, without the need for an actual Akai sampler.
After downloading and installing you add an audio clip and adjust some parameters. You can preview the outcome and when you like it process the file and get the result!
The cool thing about Ableton Live, is that you can get a very similar result using warping!
Tones Warp Mode with Grain Size at Lowest Value. The lower the Grain Size the Quicker the Fluctuations in the Stretched Sound.
In this video tutorial, on top of demonstrating large time stretching with all the warp modes (beat, tone, texture, re-pitch, complex and complex pro) I will show you the best way, that I found, to get the Cyclic FX result.

In my opinion the Tone warp mode works best, although the Texture warp mode can get close and/or different cool results.
Once you have the clip you want to apply the Cyclic effect to choose the Tone warp mode. Then boost the seg BPM to 999. This will stretch the clip as far as Ableton Live will allow. Now you will already have a cool sound.

Next you want to adjust the grain size. The larger the grain size the more spaced out the fluctuations will be. The smaller the grain size the quicker the stutters will happen.
